How I Set Up Meta Lead Ads for a Local Service Businessby Sean Hodel

If you run a local service business, you do not need more likes. You need the phone to ring with people who actually want the job done. That is the whole point of Meta lead ads, and it is what I spend my days building at Local Klicks.
Here is the setup I use, step by step. No secret hacks. Just a structure that gives Meta the right signals and gives you leads you can call.
Start with one campaign, not ten
Most accounts I audit are a mess of little campaigns, each with its own tiny budget, none of them getting enough data to learn. I run one main campaign with campaign budget optimization turned on, so Meta can move money to whatever is working that day.
The objective is Leads, and the ads send people to an instant form inside Facebook and Instagram. No landing page to load, no site to navigate. Tap, fill, done.
Three audiences inside that campaign
Inside the main campaign I build three ad sets. Each one does a different job.
- Broad. Your service area, adults 25 to 65, no interests. This sounds too simple, but Meta's delivery is good at finding buyers when you give it room.
- Stacked interests. Same area, layered with interests that match the niche. For a roofer that might be homeownership and home improvement. I check every interest before it goes live, because a bad one fails quietly.
- Retargeting. People who engaged with your Facebook or Instagram in the last 90 days. They already know your name. This is often the warmest audience you have.
Budget sits on the campaign, not the ad sets. Let the algorithm do the moving.
Build the form to qualify, not just collect
The instant form is where most businesses lose. They ask for a name and a phone number and then wonder why half the leads never pick up.
My rules for every form:
- Always collect full name, phone and email.
- Add three or four multiple choice questions. Never open text. Multiple choice is fast on a phone, and every answer tells you something. What service do they need? When do they want it done? Do they own the home?
- End with a thank you screen that has a call button straight to the business. Someone who just raised their hand is the most likely to call right now.
- Fill in the privacy disclaimer. Meta treats the form as incomplete without it.
A few extra taps filters out people who were just scrolling, and the leads that come through are ready for a real conversation.
The creative: the owner, on camera, talking to one person
The ads that work for local businesses usually look nothing like ads. The owner, holding the phone or looking into a camera, talking like they are explaining the job to a neighbor.
Every ad gets its own angle. One tells the story of a problem customers keep calling about. One shows a finished job. One answers the question everyone asks. Then the copy matches: open with a real problem, list what they get, and end with a clear next step. The button matches what the ad offers. A free estimate gets Get Quote. An appointment gets Book Now. Do not slap the same button on everything.
Test new creative on the side
When the main campaign is working, I do not throw new videos into it and hope. New creative goes into a separate test campaign with a smaller budget. The winners graduate into the main campaign. The losers never touch the budget that is paying the bills.
Speed to lead is the whole game
None of this matters if nobody calls the lead back. A lead from an instant form is a person who was thinking about your service a few minutes ago. Call them while they still are.
